Books for disabled people

Honest to god, I just do not understand this:

A treaty has been put up at the WIPO to allow the import and export of literature in formats specifically designed for disabled people.

For some reason that escapes me, this is currently being opposed by Australia, Canada, New Zealand, the USA, the EU, the Vatican and Norway. Curse those disabled people and their possible reading.

I believe this merits my astonished face.

Edit: Looks like the opponents have been defeated and this is going to be discussed. Phew!
